Has anyone shot there before? I ask as I was talking to a photographer and he had taken some shots of the Milky Way from Chappell Hill and they turned out well. I'll probably head out there on the 27/28th of August as the new moon phase is that weekend.

You can check Dark Sky Finder... which will give you an idea. Unfortunately, anywhere near Houston (or the entire gulf coast for the matter) sucks for night stuff.

I see there's a sliver of purple to the west of Chappell Hill:

no legend to describe the colors so I am assuming red is bad the be purple (or blue) is good?

No, ideally, you want dark grey. Purple is next best. You basically want to stay away from any yellows, greens or red..
