If you are talking framing mats, I buy large sheets and cut them myself.

Album mats, I don't know.

Frame Destination only offers cut mat boards as far as I know, the other two offer both cut and full-sheet matboard. If you're going to be using a lot of them, buying a mat cutter and doing your own is probably the way to go, but if it's an occasional thing then getting pre-cut mats is more convenient.

You can also get the sheets locally at Hobby Lobby and Texas Art Supply. As far as the Mat Cutter goes. It will save you lots of money in the long run. Just know that it has a huge learning curve to start getting things right.

Agree with Shutterflypro on the long run thing. Hobby Lobby often runs 50% of coupons on matting supplies, so stock up at that point. I bought enough for 40 of them (and cut all of them in about 4 hours).

Don't go cheap on the cutter if you get one. The "best for the price" is the Logan 450 (http://www.dickblick.com/zz171/07/) and it'll run you about $140 (internet) or $180 locally. Thing to keep in mind is to change blades often (think disposable blade razor!)
