Quick answers:
1. Yes, you do need to worry about taxes. You are the one selling to the consumer, therefore it is up to you to collect the tax on your sale. The printer may be able to not charge you tax (depending on your status as a business, out of state etc.), but you are the seller to the consumer. Best advice, get a CPA.
2. You most likely need to contact the individual event organizer for permission or they can likely get you pointed in the right direction. They or the city/whatever may need to see your business license, insurance, etc. and the city may need to issue a permit for the event. Be prepared to present all the require business paperwork, especially at events. A hotel I went to shoot a wedding at required me to give them with a copy of my liability insurance or not shoot there. It happens when you will least expect it.
