As Scott points out.. why the agency wants them directly affects what you should do from here...
There are two leading reasons why they would ask for them:
1. They want to post them as samples of this model: then absolutely.. charge them for it.
2. They simply want to see the rest of the session so they can pick the shots they want her to use (they like to feel involved): Then you can give them a disk with a strict license that says they are for evaluation by the agency only.. not for use. If they then pick images you have not already retouched.. its up to you whether to charge or not for those.. it would depend for me on how many additional images they wanted.. one or two, I might do as part of the TFP.. 5 or more, I would definitely charge.. but that's me. YMMV
