isn't the sticker fairly easy to remove? While technically it is illegal, you would have to have a pretty hard heart to prosecute these as they obviously weren't intentional.
The fundamental idea of taking a $1 bill, adding a sticker (that theoretically isn't free) and then passing it AS A $1 BILL should take the wind out of any prosecutor's sails.
The "intent to defraud" is totally lacking. Hence the very wise decision to let him replace it with a "real" one and to let it go at that. Good cops. We need to hear about more of them.
I do remember the time my dad's office (an advertising agency) got a visit from the Secret Service (in the 60s? 70s?) about an ad they did that had a drawing of a dollar bill. They followed all the guidelines and rules at the time, including size, color and whatever.
The someone (not at the agency) decided to shrink the ad for some reason and coincidently the size then fell into the prohibited range.....the color was still ok and the cartoon face of GW was still very obvious... He said the guys in dark glasses were very understanding and nothing really came of it. But the offending parties (a newspaper, iirc) got a pretty sternly written letter.
Obviously this was when the govenment was staffed by real humans and before the CYA phrase of "Zero Tollerance" had been coined.
