This is not like the standard Canon mount teleconverted that mounts on the camera body and the lens is then attaches to it. This is like a 500D or 250D diopter. While the 500D magnifies the subject, this one is used to increase the effective focal length by 1.5x. It has 58mm filter threads. The 70-200mm f2.8 L IS has 77mm filter threads. While it may be mounted on the lens using step up/step down rings, it is not recommended for use with that lens.
I bought/used it for macro - to mount on the Canon 100mm f2.8 or the 180mm f3.5 L. By threading it to a 100mm f2.8 Macro lens, you get an effective 150mm f2.8 Macro lens without reducing any light. It also gives you significantly more working distance and increased magnification..... womthing that is usually welcomed for macro shooting.

Here's a picture of the TC mounted to a 100mm f2.8 Macro.
