Ok, I'm trying to import my pst files to Outlook on my laptop, PC, WIN7. After I select the source for the file, it tells me I do not have permission to access my c drive. This is not the first time I was blocked in this manner, even though it recognizes me as admin. How do I get around this?

The PST file could be exported from Outlook.

Your computer hates you. :)
Right click on the C drive
Navigate to C:\Users\[username]\AppData\Local
On the microsoft folder right click and select properties
Select Security and click edit
Click add
type "Everyone"
hit ok and apply.

Import XP pst file to brand new System 7 - Microsoft Answers
See Russ Valentine's suggestions.
In the past, I have moved the pst file to a new system, opened Outlook on the new system, opened the old pst file, and copied each folder (if not existing) or folder contents to same named folder in the current active Outlook "Personal Folder". Then I close the old pst. Nothing about Outlook is simple when changing computers.

Well, since it won't let me access the drive, I doubt it matters what approach I take. Actually, this is the only tme I've ever had truoble doing such.
I changed my game. I moved the file between computers on my little flash drive. I plugged it back in and loaded from there. Worked perfectly.

If you are using your network to access your home computer "c:" drive from your laptop, then 1)Sharing of the "c:" drive must be enabled, and 2)both computers must be in the same "domain" or "workgroup". Set Up Your Home Network, Windows 7 Edition | PCWorld

All of that is done and everything works fine on the various computers. However, I did not try through the network. I loaded the file on a flash drive from the desktop, then loaded it into My Docs on the laptop. The laptop cannot access its own c drive for this operation. So, I reinserted the flash drive and imported from there.
