Processes that are computationally intensive (like Fourier Transforms) take a lot of CPU power. Processes that handle large amounts of data and create large (dynamic) data structures use more RAM. It seems, from your description, that the blur filter in Photoshop falls into the first category.

Now having my macbook pro, and a decent desktop, I can say that I believe in a lot of cases using windows is the culprit. My macbook pro flies circles around my desktop when editing video with premiere pro and after effects, and my desktop stats are better.

Here is the same action run on a 13meg raw file. each green box represents 5 seconds. My processor was at 97 percent at it's peak.

Specs:
120 OCZ SSD HD
8 gb DDR2 Ram
2 tb Raid 0 scratch
2 tb file store
AMD 940 3.2Ghz processor
Win 7 x64
Photoshop adjusted to 82% ram usage in performance tab.
