Greg - you could be more helpful and offer alternative suggestions.
I am not in IT, I only play like I am on the internet.

I dont know about "everybody" but my full time job is network administrator for a school district.

The best thing to do is start with a fresh install install of your OS so that you dont have all of the bloatware computer manufacturers load on the computers. Next install a antispyware/antivirus app such as Avast!(free). Only load applications that you need and will use. Applications like weatherbug should not be installed. For simple tools load the widgets approved by microsoft.

While defrag did make a significant difference years ago on a system like a 386 with 4mb of ram and a slow HD, it doesnt really make a noticeable difference on systems of today that have more advanced components and operating systems. People that try to convince you otherwise are those that are stuck in their ways from years ago.

I think I'm okay. I run AVG and Spybot to keep the bad stuff out and it's working so far.
I defrag once a week cuz if makes me feel better. Since I do it regularly, I see no difference, but I will often see thousands of fragments each week, so I'm thinking it probably helps.
I understand what you are saying about a clean install, but that isn't practical very often. I do practice selective uninstalling from time to time though. I can't tell if it helps, but it makes me feel better.

I agree that a fresh install isnt the easiest move, but it sure helps. Its getting easier for users to do these types of tasks with the onset of cloud storage and small network SANs that are now affordable to home users. When you keep your data on network storage then your computer isnt much more than the OS and the installed applications. At home I run a ESXi 5.0 vmware server running a file server and a window 08 r2 domain controller. Makes it easy to do a fresh install when all of my files and user account/information is stored on the server.

Sorry. I don't do clouds or networks. Security is enough of an issue, but to trust it to others and give the government access that I no longer have a say over isn't going to happen. I have extra HD's that I back up the important stuff to. Installing the OS on a separate partition or even a separate HD is not a problem and is more secure than going over the 'net IMO.
Have you tried to buy your own OS CD lately? They are expensive.

You can implement a SAN at your house over your home network where the data never leaves your house. All of the devices in my house are connected via gig connections that run through a cheap netgear switch.

I use CCleaner very seldom
Microsoft Security Essentials because it's free, works well, and light on the CPU
Malwarebytes as a backup to Security Essentials. Haven't needed it on the new PC (2 years old), but peace of mind.
