As I advance (?) in my PS skills, I think the tendeny is to overdue the effects.....
This is from the Dallas skyline shoot recently, and I figured I would go all the way and see what I could do with PS....
Overdone? Probably... Artistic? Maybe.... Interesting? let me know...

Added the second one after reading the comments.....

The drop shadow and the border interfere with the viewing of the photo ... the red is much brighter than most of the photo so the border is actually competing with the photo for the viewer's attention.

of course, this is only one opinion ... I would like to see a bigger photo to see what you actually did, to see the details better

Edd has a point. It's good from a photo perspective and what you did in PS. But the border is a tad much. I'd do an inverse perspective where the red sits on the outside as the smaller of the two borders.

but I agree that the red is too much, it distracts and draws your eye away from the photo. Like Hook said maybe make it the smaller one on the outside or something.

Second one is better than the first. I like to get some color from the photo to be in the border. The green lights or the sunlight reflection would work for the outside of the frame.
Keep the black matte. Just my 2 cents.

i am not too crazy with bevel and emboss style of framing or border, often you find border play a huge part complementing the image. Simple and clean could be rather effective.

Your image looks perfect for the action i made, i hope you don't mind and I'll drop it as you wish :)

Overall, I kinda like it.
I do like the color, exposure and the crop. I always struggle with getting the exposure balance exactly as I like on night shots.
Not too big a fan of the frames and the Gotham City tag is a bit cheesy though.
