Man, I hate to play devil's advocate here but I've found at festivals that it is always proper etiquette to ask the vendor before taking a photograph. I've talked to some of them at length and they are very concerned for their well being. Most will allow it but I've had some people ask me not to. Other's I'll show them the shot in my LCD and even give them a card if they're interested in the photo.
And the attitude, from what I've observed, comes from the pride they take in creating their wares.
But I'm with you in that it can be a bit disturbing when they come after you when you know you're not doing anything wrong.
