Tom your wrong about the camera in the museum thing. NO FLASH but I have had my cameras several times into both the Carter and the Kimball to shoot their permenant collection and in the old Modern Art location. Like most better musuems, aka europe and else where across the US, they allow cameras pretty much except in special touring shows.

Backpacks, umbrellas, or other bulky items are not allowed in the galleries. Free parcel check is available.
No flash photography or tripods. No photography in special exhibitions.
Unless prohibited during a special exhibition, visitors are allowed to sketch on sketchpads, in pencil, as long as it does not obstruct or interfere with other visitors.

(so basically no photos in the National Cowgirl Hall of Fame).
