The rules of photographing in museums vary for each museum. However, you can usually take pictures of the permanent collection without a flash. I work at the Carter and you have to sign in at the information desk, it's something that says you understand the rules and aren't planning on selling the pictures you take or anthing like that. The other rules at the Carter are no tripods/monopods, not photographs in the photography areas and stay at least three feet away from the artwork. I'm pretty sure most of the other museums in the area have the same rules. I've only photographed in the Carter, the Modern and the DMA and had no problem in the permanent collection without a flash.
