You will find that everyone differs on this subject. Some give full resolution, some give email/web sized, some refuse to give them digital negatives (digital pic files)period.

For CD/DVD's I give full resolution

I personally give them to the people (sometimes) and my charges range depending on the job. You ultimately are the one who has to decide what your skill/equipment/time is worth. I have charged as much as $50 for one file on the other hand when I did a fund raiser for my son's baseball team I charged $50 for a disc with all the pics from a weekend tournament and then gave $20/disc back to the team for entry fees uniforms or whatever the team wanted to use the money for.

For full/print size you need to charge! You are a photographer; this used to mean you sold prints. Now that most people seem to wanna print themselves, and re-print and re-print , you need to charge for that. How much is up to you, don't undersell yourself but don't overdo it as well!
Web size files can be any size you like but small enough so no prints can be made from them. I usually tend to adjust the resolution to around 96 dpi at about 400X600. But it mostly depends on the assignment and it's never an exact science!

I didn't make my self clear. What size do I burn the pictures on the CD should they be 11x17 or 8x10?

It depends.
What does the customer want?
8x10 can be printed on just about any printer. 11x17 is an odd size. Perhaps you meant 11x14?
8x10 is an odd size for the 2:3 format of digital (and 35mm film) cameras and requires cropping. If I were picking a size, I would choose something that matches the aspect ratio of the original. 4x6, 8x12, 12x18, etc. 5x7 is a traditional size that requires minimal cropping and ready made mats and frames are plentiful in 5x7.
