What do you plan on using a manual PC lens for? Perspective can be corrected in PS, but if you're working on the "right in the camera" thing, then that's that.

There are also a number of Russin made AIS PC lenses out there. Do a search for Hartblei Super Rotator. Some of those a really cheap ($ wise) and you won't be blowing $800+ on a 30 year old lens.

is that similar to what a tilt/shift lens does?

just curious since im not too familiar with either of them hehe

Perspective Control ~ Tilt/Shift

Another use of a PC lens is to adjust/alter your focal plane (kinda like the lensbaby).

These things are all the rage on Flickr right now. They can make normal things look miniaturized.

The 28mm PC Nikkor only has shift capabilities for correcting perspective. It does not have tilt capabilities, so you cannot change the focus plane. That said, if you're brave enough to take the lens apart and do some modifcations, you can turn it into a true tilt/shift lens.

The 85mm PC Micro Nikkor can do both tilt and shift.

I think it would be really cool if Nikon released a DX wideangle prime with tilt/shift capabilities.

Thanks for clearing that up. I didn't realize that the 28mm wasn't both tilt and shift.

I didn't either until recently. I'm just glad I did some asking around before I actually bought the lens, since it would have been a waste of money for me.
