The administration building is at the Fort itself. We just took 55 4-H kids and adults there. If you would be interested in seeing the better pictures that my daughter took on the trip let me know and I will upload them to my flickr.
Also don't forget the wonderful National Lillypad Park is at San Angelo. She also took wonderful photos there on the same trip.

Best time to hit Ft Concho is in December when they have "Christmas at Old Ft Concho". The whole parade ground is filled with reenactors from the days of the Texas Forts era and it is quite a gathering.
