When I was down there, there was a lot going on and a lot of people around. I was making shots of a lot of stuff, and when I'm doing that, I seldom ask permission. I walk around like a tourist and take pictures. There is no expectation of privacy when out in public so I've come to the conclusion that all is fair game—unless I'm on private property. (Now, when I say "all is fair game", I obviously use discretion and show respect.) For this shot, there were some kids standing in front of me so I just held the camera up, pointed, and pressed the button a few times. This was the only decent shot of the four or five. I think I even saw someone with a video camera.
One more thing. When I'm doing street photography, I usually go low-key with a 50 on my 5D and no grip. People seem to find that less menacing. LOL
