Since any elevator would be owned (and maintained) by someone, just find someone you know that can give you permission.

I shot in an elevator for a project I did about two years ago at the building I used to have an office in. I just asked the management company for permission and it was easily granted. They had security let us in and do it outside normal business hours. Rules I had to follow:
1) Do it on the weekend when normal businesses in the building were closed
2) Don't block the other elevator (it was a 2 elevator building)
3) Nothing allowed to be attached/taped/etc to the elevator walls (they were chromed)
4) No pornography or nudity (not a problem, we did businessmen style shots)

Actually wish I still had access to that building (left the company I worked for there, and I was not very nice when I quit), since I have had a few ideas since then utilizing the chrome vators.

This ^^ or find a friend in a nice loft or apartment downtown. Some elevators don't chime or have an alarm when you hold them open for a bit ;) Shot these about a week ago.
