I'm looking for good areas for street photography -- particularly, places with a lot of foot traffic. I live near downtown, but I'm interested in any places within an hour of the city. Any ideas?

Pretty much Downtown is your best bet. Since Houston is a commuter/car city we don't have areas with a lot of foot congestion aside from Downtown. Also the Medical Center.

You'll also find some in the shopping places, like Sugarland Townsquare, the Galleria, and Woodlands Square, but Downtown will have more, especially at lunch, day's end, and before a baseball game.

College campuses as well, there's a discussion about Rice University.

Rice University

Tom has done some shots at the University of Houston, but I dont recall his images had the 'general' public in the background, just a portrait if I'm not mistaken.

Check with the Universities to make sure you have the proper permits needed to shoot on campus if any at all.
