Wonder how they will enforce this?
How will the say pro vs. amateur?

And what grounds can they use to enforce this? Sounds like an illegal suppression of business and artistic/1st amendment rights.

If a murder happens there, will they keep the press out? after all press photogs are professional photogs.

Has anyone had any trouble taking a bride to the Japanese Tea Gardens?

The path all the way from the parking lot (near the zoo) down to the Tea Gardens has lots of sand/rubble/rocks and once you get inside the Tea Gardens itself you have nothing but loose sand/rocks as the path.

What would anyone recommend for the bride so she can walk up the path cleanly in her gown?

FYI: This park is clearly signed as off limits to professional photography, i.e. weddings, engagements, etc. I don't know how strictly it is enforced, but I live near the park and I have not seen any photographers with brides or couples inside.

The sign at the entrance simply says no professional photography. I'm sure someone there will quickly define it for you. There are usually park personnel walking around. I'm sure there main concern is photographers interfering with those that just want to enjoy the park, which I understand. I don't suggest driving any great distance expecting to do portraits of any kind with checking first, but there are plenty of nice locations nearby to use.

I shot some photos there 2 weeks ago, nonpro. However, there was a pro shooting bridal shots in the garden, with garden staff working - they did not interfere. I suspect, it all depends who is working that day. No guarantees.

That is why I suggested to call first or come prepared with another location.
