I'm looking for an on-a-budget set of video lights, hopefully a 3pcs light set with some softboxes and stands. Can someone throw a few suggestions on which one to consider?

I got a cheap set from PHOTOGRAPHIC LIGHTING
It is really cheap and they have actually held up pretty good. I know some others like Alien Bees and I have heard good things about them. The setup I got at skaeser is a lot cheaper though. I've actually had good results with them. So I would suggest them for anyone that is on a tight budget or wants to just practice.

What is your inteded use of the set? by that I mean, are they for pratice with just light and gentel use or are you wanting a set that will stand up to the day to day beating that a set of lights can see?

You can spend several hundred bucks at the local photo store to pratice with...
after that you can spent about a grand for a nice Lowell kit or...
You can spend 2 g's and never buy another light with Arri.
Never never land would Mole Richirdson!

Most less expensive lights will last along time even when used daily, invest in some good stands because even a working light ain't any good unless you can put it where you want it!
