The question is then is 645 still small or is it a sliding scale - the smaller the camera the larger the fine.

I think it's a conspiracy instigated by the makers of 8X10 view cameras and film stuff.
I was going to Yellowstone with my Canon, but now I'll have to buy a large format camera, a lens, film holders, film, dark slides, hoods, massive tripod, etc.
Oh well, it's the law and you have to live with it.

Must be an old article with the references to film canisters and polaroid chemicals. Aren't enough film shooters left out there to kill any more beavers

I think you have a pretty high regard for film shooters. I remember when I was a film shooter. We referred to women as 'beavers', but never knew we were superior. Of course, now that I shoot strictly digital, I make it a point to talk about my 'megapixels'.
