Odd? What odd about wanting to generate a debris plume too look for subsurface water.
It's not the first impactor mission nor will it be the last. Take look at all the impactor missions we and the russians have flown. The Apollo ascent modules were always impacted to provide sesmic data from sesmic gear set out by the landing crew.
Just shows the poor level of science education at the Huffington Post. It's not a bomb but rather an impactor.

I guess this is considered news now because the impact is scheduled to take place in less than 3 days (0630 CT on October 9). The mission launched in June and has been collecting science data for several weeks. LCROSS Impact Clock
Incidentally, a science team (Japanese, I think) announced recently that they have determined from measurements that Moon has about 48 ounces of water per ton of lunar surface material located above 10° from the lunar equator, with the concentration increasing towards the poles. | | | |

I was outside this morning when the first impact hit at 6:35 CST, but I only have a 70-200 with a 2x. Got some nice moon shots but not anywhere near what I needed to see the plume.
As for why, if there is a potential source of water on the moon it improves our chances of a sustainable lunar base and potential launching point for further exploration, as well as opens up the possibility of water on other celestial bodies.
