I was walking through the woods in a park near my home, when I found what looks like drug paraphernalia. Can someone tell me what this is?

Looks like a plastic baggie with a fishing weight on it covering a soda bottle with the top cut off. Maybe a kid was capturing bugs in the bottle and wanted to keep them in there.

Any reason to think it's something worse?

It might be, except if that is what it is, then it should be out in full sunlight. This was located in a moderately dense wooded area.

This trap was one of about 3 that were set in the ground in front of a significant shelter made of sticks. A plastic trash barrel from the City was lying on its side inside the shelter. Nothing was inside the trash barrel. It could well be some Boy Scout set up his shelter, or some tramp with some idea of survival skills or some combination thereof.

I have more photos, but I haven't put them online, yet.

Does seem to me to be condensation traps. They'd still work in that kind of light if the humidity justifies it, just not at their best potential.

Apparently, you found a homeless persons campsite. I agree that this is to catch water. Be careful, no telling what these types will do. They may move on now that they have been discovered or may become aggressive. I've found a couple of these in the 30+ years I lived in Dallas. They are usually well concealed and are somewhat hard to spot unless you are right on them.

+1 condensation collects in the bag and the weight draws it attention to the cup underneath causing it to fall in, in the morning you have a glass of water
