Not having much luck finding it, but some of the other codes refer back to the Code of Criminal Procedure for definitions, and this could have a significant effect:

I bought some cheap wireless camera's a few years back and they produced a good enough quality that I can make out faces as kids and adults walked by my van on the street.

I deal with these cameras on a weekly basis for various customers and I would I have to see it to believe it! I am certain you would not be able to prosecute someone with a screen shot or video of the transaction. You and your neighbors are better off complaining for months constantly. The sqeaky wheel gets the grease!

Whether you believe that weed is harmless or not, you do have to agree that it IS illegal, like it or not.

If you want to be discrete about letting those who need to, know, then a letter to HOA with no forwarding address to start. Also, is your neighbor a renter or did he buy? If he is a renter then another letter to the owner. Then, get in contact with the HPD Narcotics Dept. directly, don't bother calling HPD dispatch because you need a detective, not a street cop who has far too many other distractions. Maybe even go so far as to get in touch with local DEA since your neighbor does appear to be dealing.

Then you might try other subtle things to dissuade your neighbors gatherings, such as a well lit font yard, users tend to prefer the shadows. And, if all else fails, then at 7:00pm on Saturday nights, open your windows, turn on COPS and turn up the volume! LOL!! Or you could ask him if he wants to join the Neighborhood Watch Committee! LOL!!

Just use caution in whatever you decide to do. Gone is the day when you could go next door and ask your neighbor nicely to stop whatever it is that he is doing that is disruptive to the neighborhood.
