Take into consideration how old are the complaints?
If they are recent, I think I'd be a little bit concerned but not overly depending of course on their nature.

Also, this job is most likely just a stepping stone for her right? Get some experience and then move on...so again, may not be that big a deal.

I'd still take it to get out in the market and get some experience. Maybe she can help improve that grade. She sure can't make it worse!

She should always be leery. That said, I don't see that the complaints directly apply to what she would be doing. Now, the place may be a rat hole, but it's just as well that she learns to deal with that. Life is not all candy canes and rainbows.

Yes,

but if she knows this up front she'll hopefully be able to cope with the challenges this atmosphere may present.

If the corporate culture turns out to be wonderful then that's even better. She may wind up being there a long time. Good luck to her.

any experience in graphic design is good.

I'd tell her to take the job, but never stop looking for, and sending resumes to positions she'd prefer. I did that for a few years until I was finally satisfied with where I was at.

good rule of thumb is to move around every two years.

She needs to know what kind of company she will be working for.

A few years ago I took a job working for an electrical service company. They had payroll problems off and on of the course of a year but everything always got sorted out. One day they just stopped paying us while assuring us everything would be taken care of. Point is, it helps to have people telling you the warning signs they see... especially going into a job. It may be just some misunderstandings or it may be indicative of their M.O. and she could find herself in a similar situation.
