I hope that policewoman is an expert marksman, the hostage was still mostly in front of the criminal and the video didn't really show if she was still ok.

Actually Melissa, in China (mainland that is), they target practice with comrades sitting just below the target sheets to instill trust and confidence, so I wouldn't be surprised if the policewoman got the hostage taker specially in such close range.
