there's no way to pinpoint exact location (like physical address) if the ip address is assigned dynamically from an Internet Service Provider. If the offending IP address is coming from a school or institution, you might be able to make an educated guess as to where the sending computer is.
For instance, say you punch in the ip of 128.249.2.145 and it tells you the hostname is "pc02-tannerlab.bioch.harvard.edu" , you could make the reasonable conclusion that the ip address resides in the Tanner lab in the Biochemistry department at Harvard University.
ISPs like Comcast, U-Verse, etc. generally don't give such easily gleanible information (at least nothing more precise than the city) in their hostnames. You'd have to subpoena them for that kind of information.
