I think it's against the law in Texas for beer manufacturers or distributors to provide free beer samples. I know Shiner and St Arnold have both fought against this and lost.
A retail place can, but the samples are limited to 1 or 2 oz (not sure which) and there is a limit to the number of samples they can give per person.
Texas is one of the more backwards states when it comes to beer distribution and sales. You can't even go to the breweries (like St Arnold) and buy a case. They (St Arnold etal) keep trying to get that law changed, but the big guys (Silver Eagle distributing etc) keep getting the bill killed.
