OK, so I have my privacy settings set to "everyone" on my facebook fan page. My question, when I tag someone, it shows up on their profile, but how come their friends can't comment on the images? If they want to comment they have to come to my profile. Does it have to do with my settings or the settings of the people that I tag?

Maybe if you have that person "share" the photo on their profile it will let their friends comment on it. That way the original is still linked to your profile. I'm no FB expert though.

The person you tag has to have their account set to show photos to they are tagged in to their friends.

I think it has to do with how you upload them. There's an option at some point where you can choose who can see (all, friends only, friends and friends of friends).

You need to change the photo setting to "Allow all fans to tag photos" in "Edit Photo Settings". It's kind of hard to find this "Edit Photo Settings" page... So here it goes.
1) Open one of your photo albums.
2) Click on "Edit Album Info" at the bottom left corner.
3) Click on the "Edit Photo" icon on top right.
4) Select "Allow all fans to tag photos.

ETA: Oops. I guess OP is talking about commenting on the tagged photos and not the tagging itself... Oh Well. I have no idea on commenting, but I am going to keep the instruction for allowing fans to tag photos because it took me a while to get this one figured out when I originally made my fan page.

I think that only friends can comment on photos regardless of who can see them.

I am pretty sure that goes for fan pages as well. You have to "like" the page before you can comment on the photos posted to that fan page.
