I'm looking for a game platform and game that can be used to teach basic driving skills. Also am willing to purchase stearing wheel and pedal set.

Gran Turismo 5 has license tests that go through basics like braking and cornering, but it may be a little more race oriented than you'd like. It is on the PS3 and I use the Logitec Driving Force GT steering wheel and pedals.

It's not a game, but look for a book called Roadcraft. It's used at the Hendon Police Driving School in the UK. The best driver training manual I have ever seen and used.
