This is directed more at Alan and Kevin more than anyone else. I need a location near water where I can take some shots without worrying about lookie-loos. Have a client that wants to take some outdoor shots in various states of dress and I really don't know the area on the south side of Suisun Bay that well.

What will your DOF be and what are you looking for as to setting? Rocks,beach,pilings,grass(berkeley) or general swamp land?
Angel Island with SF/Tiburon in the background, the bay West of the Chevron refinery in Richmond with the Brothers lighthouse in the background, Martinez shoreline, Grizzly island.
I'll stay far away with my 420mm on a crop body ;-)

I think the comment about lookie loos is the key here Kevin.

You can hike around to the other side of the Lafayette Reservoir, but not sure how many other hikers you'd run into.
Most people just kinda hang around the end near the parking lot.

How far are you willing to drive?
I know you said East Bay.....
But when we take the boat out, we usually go to Lake Camanche or New Melones Reservoir.

You could go out along some of the frontage roads along the Delta.
Check out the one on Highway 160 just over the Antioch Bridge. It was pretty desolate when I went out there shooting one day, and right on the waters edge.

I can't guarantee what the reflections off the water are like, but it's a start.

Places like the Martinez waterfront are going to have a lot of folks walking around even during the week.
Unless you are packing a gun as well as a camera, I'd stay away from the Richmond area. JMHO

Steve, when are you looking to do this?

Next weekend is out, but if you are looking at the 9th or 10th of October, and the weather is still nice, call me.
We can take you and her out on the boat, and find a nice secluded sand bar, or a stretch of deserted beach on a lake.

I was looking at after I return from Indiana next weekend. I have to do it during the week to fit both of our schedules.

I'll drive around over there when I get back and scout out some areas. I like the idea of boating out but I'll see what I can find driving around.

Check out Sherman Island Levee Road. That's the frontage road that's off 160 just before the Antioch Bridge (from your side anyway).
