I seriously doubt they would be street legal in Texas.
Years ago when I had a customized Jeep CJ7 on lifters I had a few problems getting it registered. One example is if it has 4 wheels and a windshield, it has to have wipers (those funny cars dont).

Now, go register it in Mexico, and thanks to NAFTA and all the other crappy laws, you can drive it in the US without problems.
