I know that this topic could possibly devolve into something base -- but this is a serious sort of reply

if the language of the law is not specific on the use of the condoms, then technically as long as a condom shows up in a scene and is being "used", then they are complying with the law.

So for all of the porn producers in LA, hand the actor a condom, and have him set his drink down on one and "use" it as a coaster.

Hell for that matter, inflate them with air and "use" them as decorations at a party.

Tons of ways to "use" condoms without placing them on a penis.

I just read the language on this and from what I can tell -- lesbian scenes would be required to use protection as well.

also -- the workplace safety language for this has been in place for a while now -- this measure merely ties the requirement to the issuance of permits.
