I'm curious as to why the Professional Photographers of America are supporting it but so many photographers don't.

^i think it's a much broader law that shouldn't be enacted.

While on the face of it, intentions are good, we all know how liberal they will take things.

Plus if you are going to pirate, pirates find a way. Don't lump everyone else into the trouble.

Maybe they were told it "stops all piracy!! and protects the photographer!!!!"

When in reality there is a good chance you or someone you know could be affected.
