Asking an untrained, low level employee to make that kind of judgment call is beyond stupid IMHO. These places don't pay enough to require their employees to be copyright police. I once worked in the Walgreens photo lab. I remember the stupid training materials. They tell you to look for "reflections" in the eyes, a sure sign of a professional picture. I was also suppose to make judgement calls when it came to inappropriate nudity too. Unless it involved a child, I wasn't even going to go there. The things I saw and was asked to print

. And for Walmart to pick and choose who must fill out their silly little form is ridiculous. Either require it of everyone, or no one. I think this was corporate overreaction (or appeasement) from getting sued by Disney because people were making reprints of watermarked photos.
