At this time of year, regular parking will work just fine- there's not much crowd.
As for "not anything left"- it just depends. What I find is that even in the dead of winter, when the arboretum is at it's worst, it's still one of the more interesting places to go for photos. You may not find acrers of tulips, but I still enjoy going.
DEM, if you have much reason to go out there, get a season pass. It'll cost you $45 or $60 (I forget which) but gets you free parking, and lets a guest in with you. Use it three or four times in a year and it pays for itself. Also, I find myself going there more often when it's essentially "free" (IE, don't have to pay for each trip).
For several months, they've had a "treehouse" exhibition. This is not kids playhouses up in a tree, it's at ground level. But several are cool for photos. Especially check out the red and yellow ones at the far right end of the gardens- the part by the water wall.
