Yep - like the Oprah TV guide debacle. She got money off that when she sued though.
Cheney, being in politics and the cover obviously satire, can't do squat about it though.

Hey Guys,

It is clearly stated on the cover that it is a photo illustration.

There is a story about it on the Editors page. They are paying Homage to an old MAD magazine cover.
