Not sure what you are referring to here. The only real Federal exempt buisness are not-for-profit (501c3) organizations. If you are a Corp, or some other type of organization rather than a sole proprietor or partnership, you would have additional licenses, permits, etc. but not an IRS tax exempt number.
Correct me if I am wrong, but what you maybe referring to, is the Federal EIN number. (Federal Empolyer Identification Number.) You will have to have this IF you plan on employing someone to work for you. You report all your withholding, federal income tax, federal unemployment, etc. under this number.
If you do not employee anyone, you will not be required to have this. If you have already received your Texas Exemption certificate then you have already chosen the form or business organization that you will operate under...sole proprietor, partnership, corp, etc. If you change this now, you WILL have to get another Tax Exemption certificate with the state, as these exemptions are based on the form or business.
Talk to a CPA, and in the case of incorporation, a lawyer as well. It is the only way to make sure you cover all bases and do it right with no surprises in the future.
