I understand in this case. However, you need to be aware that no matter where you are someone could be thinking the same about you standing there snapping pictures.

Here in the DFW area it is becoming more of an occurance and people are becoming violent with potographers.

I don't think thats a "careful where you shoot" problem so much as a "what you shoot" I dont see any reason whatsoever that anyone (especially a stranger) should be shooting kids without parental approval. there is no justifyable reason IMHO, and the lady working the "jewlery booth" should have notified someone if she saw him aiming the camera up the little girl's skirt.
I am all about candid street photography, Shooting Fairs, Rodeos, Parades, etc. some really good stuff can come out of that, but when it involves children I believe they should be left out unless OK'ed by the parent.

I agree with you also on the kids part and I will always ask a parent if they can be photographed. I guess my point is that you can never assume what others are thinking. I love candid photography also and never had an issue but there are a lot of people out there and you never know what just may set one of them off.

I usually ask the parent or make small talk with them prior to my asking. I usually share my email address and offer to send them copies as well. Never had issues like that.
There is a fine line between shooting few pictures V/S obsessively singling out a child.
I would have had him in a head lock too (to say the least) if he was stalking one of my kids like that.

I thought if the area was a public place then you were allowed to take photos without harrassment?
