Its odd that you mention 21.15, I am working a case using this as the offense, and the guy who is accused did not do a thing. I sent it over to the DA with a recommendation that we get a "No Bill" in the Grand Jury. I also kept this case very much on the QT (as I do all my cases). I have another one that I just got on Friday that looks to be a 21.15 case. This one, however, could be a real one....

To answer your question:

Single out and stalk one of my children... fill your memory card of paparazzi shots... hand me this pamphlet with a smirk on your face... Try it and see what happens.

I will say that I concur.

I will be very hard for said photographer to take another shot with that camera that resembles anything other than a colonoscopy at that point.

to quote something that Henri Cartie-Bresson wrote regarding photographing other people's kids in public:

"Approach this aspect of street photography with caution. A picture of a little girl sitting on her daddy's shoulders at the Santa Claus parade is one thing. A child alone in a public place is quite another. As commented on recently to me by street photographer John Brownlow, imagine what you would think if your little girl came home one day and said, "Daddy, a man took my picture in the park today." Needless to say, use mature judgment."

I don't see much mature judgement being expressed here by those advocating open disregard for a parents wishes concerning their kids, just a lot of pedantic self righteousness. Just because you have the right to do something regardless of what a parent wishes does not mean that you should do it. Once you become so selfish that you simply think, "F*(& 'em, I'll shoot what I want and they can't do a thing because the law is on my side", you have lost your humanity and decency.
