I think those numbers probably don't mean too much, I mean how exactly do you define the dollar amount to put on a given instance of "fair use"? Seems to me you could probably come up with whatever numbers you want to support your position.

I do think fair use is an important concept though, which brings a lot of value to society and should definitely be protected.
