I found this in my mother-in-laws house while my wife and I were sorting things out after she recently passed away...can anyone relate?
REASONABLE AND PROPER DRESS
The School Board directed the Principals to establish a committee in each school composed of 50% students, 20% parents, and 30% teachers and administrators, for the purpose of formulating and reviewing dress and personal grooming standards. A meeting was held on Friday, May 29, at Waltrip High School for the purpose of approving the dress code for the 1970-71 school year. The following guidelines were adopted for reasonable and proper dress:
1. Girls will not attend classes in slacks.
2. No pants dresses will be acceptable.
3. Maxi skirts may be worn if they do not come below the ankle.
4. Girls may wear sandals which have a strap over the instep or around the heels.
5. Boys must wear socks.
6. Shirt tails for both boys and girls, except for sport shirts cut straight around the bottom, are to be worn inside trousers.
The following guidelines are strongly suggested:
1. By a vote of 17-3 the Committee voted that boys should not wear their hair below the normal collar; it should not cover the ears or eyes.
2. By a vote of 16-4 that boys should not wear beards or moustaches. Side-burns are not to be longer than the bottom of the ear.
Parents of the community are urged to accept the responsibility of seeing that their sons and daughters dress according to these guidelines. The Committee felt that these regulations were reasonable and proper and were for the best interest of the school. Your cooperation will be greatly appreciated.

All the schools must have been including students in the late 60's/early 70's on their committees. But our school was a little more liberal than this one (Evanston, IL). I think we came up with something that basically said you had to have opaque material between your collarbone and 6" above the knee, and footware that covered the soles of your feet.

I grew up in New York. The administration tried to push the no pants for girls rule through, and threatened suspensions for anyone who violated. The next week, every girl in school came dressed in blue jeans, and many of the guys came in skirts. The parents refused to back mass suspensions, and the administration gave up.

At my school district we still enforce #6. All students must have their shirts tucked in at all times (and it is a battle!). We make no exceptions for sports shirts. | | | |

heavy sigh..and dating myself. the year after i graduated was the year pasadena schools allowed girls to wear pants.
at 5'7" in the mid 70's you couldn't GET a dress long enough for me. i had so much detention by my senior year in high school - i walked out one day, and didn't go back for 2 days. they thought better of things after that - and released me from detention. i would have had like an additional 2 years in high school if i would have had to serve it all - haha.
