Interesting that Security shows up in the middle of this interview to try and stop the photographer.

So, if the Sr. Spokesperson was standing right there, why did he not step in and correct the Security Guard in front of the camera? And then request to see the guards supervisor and set them straight on the "rules"? It looks like that the Spokesperson was commenting on "official rules" while the Guards are acting on rules that they are told to enforce, but there is no written record of, for liability reasons.

Who are the security guards working for ? A private company. This company has issued instructions to the guards, but apperently those instructions were not legal. If the security guard calls the police, and you are on Amtrak property, and are arrested, what recourse would you have ? How can one distinguish public vs. private property, especially when the guards don't know the difference ?

Well I can tell you last spring they had no issues with my shooting in there I even set up my tripod for several shots and not a word.
