That is all well and good but the vast majority of people can not legally turn their power off at the meter. It has to be done in their panel leaving the incoming wires still hot. There are many other factors that the average home owner can't (or doesn't know how to) test that can be a result. Discolored or charred buss bar, loose neutral, bad breaker, etc.

It is far better to have an electrician come out to inspect your panel properly than to do it yourself and far less dangerous.

I equate this back to photography. Do you encourage brides to hire non-professionals to do their pictures because they won't have to spend the money? If you are not an electrician or at least have some knowledge of electricity and what it does then you don't need to be messing with it.

Electricity is my primary job and if I had a dollar for every time I heard a woman say "my husband tried to fix it but something happened," I would be able to afford a new camera! Or when I hear of a husband getting shocked messing with wiring. Messing around in a panel can get you killed, especially if you are using a meter and don't know what to check to make sure you don't have electricity flowing through.

(did you know that there are many federal pacific panels out there that when you turn the main breaker off still have electricity flowing through it?)

Just something to think about.
