Im going with the badly decomposed raccoon, I just heard what some animal expert said and it makes sense to me at least. Looking at the "beast" fingers definately looks like raccoon hands, just that the decomposed nose area is missing makes it look like a bird beak. Anyways it gives me a chance to post this though... :)

There's been a tinfoil hat-heavy thread on this going on another of my daily forums. In a former profession, I used to collect dead critters as part of my job. This looks to me like a dog that's been in the water for a few days (possibly up to a week). With floaters - be they human or otherwise - fish and turtles tend to go for the fleshy areas around the fringes first (i.e. lips, nose, ears, fingers), which would explain the "beak."

agreed - it looks like a dead dog - if you look closely you can tell its NOT a beak - it's an exposed jaw bone. Poor puppy.
