I need to make sure I understand AT&T's upgrade policy. If a line is eligible for an upgrade or you are a new customer, the 8GB iPhone is $199. If a line is not eligible for an upgrade, that same phone is $399. Is this your understanding as well?

This is assuming a 2-year agreement.

I believe that is correct.... and all Gen 1 iPhone users are eligible for the discount as well.
