The less-than-reported available memory isn't because of the Windows operating system. It's a limitation of the 32-bit PC architecture, so 32-bit operating systems cannot access what the chipset and BIOS won't allow.
Basically, if you have an older motherboard, chipset, and BIOS and they are 32-bit, the PC reserves memory space in the upper regions of the 3gb-4gb range. Way back when the architecture was manufactured, no one thought that there would be RAM in that address space, so hardware drivers and BIOS makers reserved that portion of the memory for things like video cards and other hardware-related items.
If you happen to have a very new computer with all the right ingredients and 64-bit Vista or XP, you can re-map the reserved spaces and give your applications and the operating system access to more than ~3gb. Here's a Microsoft article about it..
