Had that conversation with a female a while back. She accused me of not looking her in the eyes. Ok, I am a cop, been one for a lot of years, had the experience beat into me of: "Don't watch their eyes, watch their hands. The hands will kill you, the eyes will not, unless they have laser vision". So she was moving her hands (a lot), and I was tracking on the hands, not her eyes. So I had to explain that to her. She finally believed me, and just to mess with my mind, every now and then in our conversation she would move her hands, just to get me to track on them.
I have a female ADA who does the same thing, and she thinks it is hilarious to watch my eyes follow her hands all over the place. I can't help it, I have been doing this for too long.

Funny as it sounds, one day I was talking to a guy on a traffic stop, and I was watching the guys hands, he reached around to his back pocket and came out with a .38 snubbie. Scared the cr*p out of me when I saw the gun coming up. He later said all he wanted was to hand it to me, but before I even thought about it, I had knocked him to the ground, and stuck a gun in his face. I always watch the hands. He later told me he had found the gun, and had wanted to turn it in. I think he was a scared as I was. Although, like I said my female ADA just loves to jack with my mind by moving her hands around.

....And when the subjects hands were raised from waist level in a quick offensive manner I felt threatened, that is when I stepped back drew my taser from the holder and ...... goes something like that or in the old days, that is when you took defensive action and took the subject to the ground and placed them in restraints.

What about those women that are constantly adjusting bra straps, or the underwire area, or the back of their pants to cover their plumber's crack, or pulling on their jeans cuz they are so low. It just draws more attention to the area because they are futzing with it all the time. Back when the fad was those jeans that are so low a brazilian is required, I kept seeing women yanking up their pants all the time, because I'm sure it felt like they were about to fall off. Looked like it to me anyway. So if your eye is drawn to the hands, it's automatically drawn to what they are messing around with.
