Twice I've seen commercials for purchased DVDs offering digital copies. Does this mean a consumer no longer has to purchase 3rd party ripping software in order to watch their movies on a hand held device?

If so, I think this is a step in the right direction. No need in having to pay for it twice.

Anybody want to shed a little more light on the subject?

It is a copyright protected DVD res version of the movie for portable players. Many of my newest Blu-rays have them. Unfortunately they don't work on my PSP.

My dad bought Wall-E and it is a two-disc set, one that lets you watch the movie on laptops and other portable video devices.
